DoDUnited Facilities Criteria (UFC)
In December 2002, the Department of Defense (DoD) published the UFC 4-021-01 Design and O&M: Mass Notification Systems (MNS). According to this UFC, mass notification is the capability to provide real-time information to all building occupants or personnel in the immediate vicinity of a building during emergency situations. All DoD components are required to provide mass notification.  The purpose of UFC 4-021-01 is to provide mass notification in compliance with the requirements of UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings.  

On Nov. 21, 2003, The US Army Corps of Engineers published an Engineering and Construction Bulletin (No. 2003-22), which provides guidance on mass notification systems in military construction projects.  This bulletin identifies that MadahCom provides individual mass notification systems that are fully compliant with UFC 4-021-01.

OSHAOSHA 1910.165
The Occupational Health and Safety Administration (OSHA) 1910.165 requires employers that use an alarm system to provide warning for necessary emergency action as called in the emergency action plan or reaction time for safe escape of employees from the work place, the immediate work area, or both.  Cooper Notification is compliant with OSHA 1910.165.

NFPANFPA – 72, 2010 Chapter 24 - Emergency Communications Systems (ECS)  An ECS,  according to the National Fire Protection Association (NFPA) 72, provides information and instructions to people, in a building, area, site or other space using intelligible voice communications methods and possibly including visible signals, text, graphics, tactile or other communication methods.  Chapter 24 covers the application, installation, location, performance and maintenance of a ECS.

SAFETY Act Certification

The United States Department of Homeland Security (DHS) awarded  certification for Cooper Notification's WAVES Mass Notification System (MNS) as an “approved product for homeland security” under the Support Anti-terrorism by Fostering Effective Technologies Act of 2002 (SAFETY Act). This Act provides legal liability protection for Cooper Notification and its customers of WAVES, a “qualified anti-terrorism” technology. Under the SAFETY Act,  WAVES is the only certified and approved product for mass notification.

FEMAFEMA
Federal Emergency Management Agency’s (FEMA) Outdoor Public Alerting System Guide (December 2004) replaces FEMA CPG-117, Outdoor Warning System Guide (March 1980).  The update reflects technological advances, describes “the benefits of using voice technology to address all natural and man-made hazards, including acts of terrorism and requires that all warning systems be operable in the absence of AC supply power.”  It also emphasizes that outdoor public alerting sirens “are the most effective way to alert a large number of people in the shortest possible time. 

CAP
Cooper Notification's mass notification systems can communicate with the Common Alerting Protocol (CAP), an XML-based data format for exchanging public warnings and emergencies between alerting technologies. CAP allows a warning message to be consistently disseminated simultaneously over many warning systems to many applications.

ADA Standards
Cooper Notification is compliant with Americans with Disabilities (ADA) standards by synchronizing both audio and visual message transmissions to LED signs and strobe lights.
